Botswana Communications Regulatory Authority (BOCRA) is mandated to regulate telecommunications, broadcasting, postal and internet services in Botswana in the public interest. The BOCRA website is the Authority’s primary digital platform for accessing information, regulatory publications, public consultations, consumer protection tools, and stakeholder engagement.
The current website does not fully support BOCRA’s evolving regulatory mandate and the growing digital expectations of citizens, licensees, and other stakeholders. Users experience challenges in accessing information efficiently due to limited usability, accessibility gaps, and inadequate search and navigation capabilities.
The platform also lacks seamless integration with internal systems such as licensing, complaints management, domain registry, and cybersecurity advisory services. This results in fragmented service delivery, reduced transparency, and increased reliance on manual or offline processes.
In addition, the existing digital platform has limited capabilities for real-time analytics, dashboards, automation, and advanced security controls. This constrains BOCRA’s ability to deliver data-driven regulatory services, ensure compliance with modern cybersecurity and data protection standards, and scale digital services sustainably.
The core problem is the need for a modern, secure, accessible, and integrated digital platform that enables BOCRA to deliver efficient, transparent, and citizen-centric regulatory services while supporting future innovation and growth.
